ARRA IDEA FLOW-THROUGH COORDINATORASSIGNMENT:Crawford-Oscoda-Ogemaw-Roscommon Intermediate School District(C.O.O.R. ISD)

REPORTS TO:Director of Special Education
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.
- Monitoring of the use of ARRA monies in accordance with current rules and regulations.
- Budget and write flow-through program design in approvable format for ARRA, Early On, Preschool, IDEA Part B Flow-through Grant, monitor program design to ensure that budgeted monies are spent on approved program designs, report activities in MEGS, and determine staffing and staff continuation or reduction beyond 9-30-2011.
- In conjunction with current Professional Development Initiatives Plan, develop, implement, and assess allowable Professional Development (PD) activities.This would include coordination with CCCPD, determining PD needs in the local districts as well as COOR, locate presenters and PD resources, coordinate subs and stipends, arrange for the provision of university credits / CEU’s, ensure sustainability and long-term success of PD activities provided, make recommendations for future PD.
- When required, prepare and monitor budgets, determine Assistive Technology (AT) needs in local districts in conjunction with other AT staff, determine AT best practices to ensure that AT purchases meet the needs indicated for the use of the device, and determine AT devices to purchase.
- Provide technical assistance for AT or ensure that AT is provided, and determine effectiveness of AT devices purchased.
- Create, collect, and use data sources to assist in decision making regarding the use of ARRA funds.
- Review data regarding Special Education programs and services.
- Assist with IEP’s that require expert knowledge in SE, and develop an efficient process model and resources for the IEP process.
- Establish and maintain open communication with parents, staff, administrators, teachers, and representatives of outside agencies.
- Maintain accurate records in a manner consistent with State and Federal Law as required by the intermediate school district and local education agency.
- Maintain a cooperative, harmonious relationship with professionals and others within the school setting which fosters recognition and respect for every individual.
- Other duties and tasks as assigned by the Director of Special Education.

CERTIFICATES, LICENSES, REGISTRATIONSFlow-Through Coordinator should be certified in at least one area of Special Education and be approved as a Special Education Administrator
EDUCATION and/or EXPERIENCEMasters Degree or Equivalent
3 years of experience administrating Special Education programs and services
LANGUAGE SKILLS Ability to write grant applications and program designs
OTHER SKILLS and ABILITIESKnowledge of Michigan Special Education Grants system
Ability to develop and monitor budgets and expenditures

WAGES$33,000.00 Annual Salary based on approximately 120 days of service.

JOB DESCRIPTIONTITLE: PROVIDER OF SPEECH AND LANGUAGE SERVICES
JOB OBJECTIVES:Provide evaluation and educational services to meet the needs of eligible students in
developing maximum competence in communication.
POSITION OVERVIEW:The Provider of Speech and Language Services provides evaluation services for children suspected of having speech and language disabilities. They provide direct or consultative services to those children who qualify for those services. In addition, they are expected to become involved in the pre-referral process of the local district(s) they are assigned. This position is considered at risk for exposure to Hepatitis B and may come in contact with hazardous chemicals.
ESSENTIAL JOB FUNCTIONS: - Follow all established policies, practices, and procedures in terms of duties and responsibilities of the position as delegated by the Superintendent and/or administrators.
- Participate as a member of IEPT (Individualized Educational Planning Team) when appointed by the Superintendent / Designee.
- Chair IEP meetings for purposes of determining eligibility and reviewing program placement for students suspected of being speech and language impaired.
- Participate as a member of a MET (Multidisciplinary Evaluation Team) when appointed by the Superintendent / Designee, and serve as team coordinator in appropriate situations.
- Provide ongoing educational assessment (after program eligibility has been established).
- Develop educational activities and provide direct instruction to students.
- Develop and update performance objectives in writing and in specific and measurable terms for each student on caseload. All performance objectives are to be based on instructional goals as specified by IEP and updated with progress report every nine (9) weeks, or as often as general education report cards.
- Will establish and maintain open communications with all parents, staff, administrators and outside agencies involved with the students.
- Provide individual or group instruction to students with disabilities to enhance the child's educational progress based on the IEP report.
- Work with classroom teachers to implement sequenced curricular activities that contribute to the development of positive communication attitudes and skills involving listening, cognition, and expression within social, educational, and cultural contexts.
- Maintain a schedule within the assigned service area. Deviations from schedule are subject to prior approval of supervisor.
- Maintain accurate records in a manner consistent with State and Federal Law as required by the intermediate school district and local educational agency, including monthly caseload reports.
- Maintain a cooperative, harmonious relationship with professionals and others within the school setting which fosters recognition and respect for every individual.
- Perform such tasks as the building principal / supervisor may request in order to promote cooperative team work.
- Follow school building rules and procedures outlined by building principal.
- Employee will follow all health and safety rules, policies and procedures.
- Perform duties according to COOR safety and health policies.
- Keep work area in a neat and organized manner, as well as the surrounding areas clean and orderly to maintain health and safety according to COOR policies.
- Participate in school improvement activities such as curriculum development committee, positive behavior support committee, etc.
- Physically capable of performing CPI (Crisis Prevention Intervention) techniques, lifting and positioning students.
- Knowledge of common safety hazards and necessary safety precautions for the self and others, sufficient to be able to establish a safe work environment. Ability to use the principles of safety and to perform skills protecting the health and safety of self, students and other co-workers.
- This position is considered “at risk” for exposure to blood-borne pathogens. An awareness of potential risk and good practice in relation to “infection control” is necessary.
- Demonstrate knowledge of the Michigan Right-to-Know law and its practices.

- Conduct consultations and demonstrations with general education teachersregarding concepts and techniques involved in communication skill development.
